Cohort-Based Climate Leadership
for USAID
The Story
During her time at Training Resources Group, Inc. (TRG), Sher served as lead program manager for the Practical, Innovative, On-the-Job Training (PIVOT) Program under a $42M USAID contract. TRG was responsible for translating the PIVOT founder's vision into a structured, multi-modal experience — weekly live virtual sessions, immersive all-cohort weeks in Washington D.C. and Phnom Penh, and in-country organizational development support for 9 national mission teams in Pakistan, Jordan, Egypt, Tajikistan, Zambia, Ethiopia, Malawi, Mexico, and Cambodia. It was through this work that Sher built lasting partnerships with CoCreative Labs and Partners in Participation - two facilitation collaborators she continues to work with today.
Sher designed and led five immersive all-cohort weeks — the experiential backbone of the 9-month cohort journey — co-facilitated two of the in-country organizational development workshops, and contributed to the design and facilitation of weekly virtual learning sessions. In collaboration with 32 subject matter experts, she helped build a kinesthetic curriculum that was globally relevant and locally applicable, covering climate-technical skills, inclusive leadership, and change management. Each of the nine participating missions developed a national climate action plan with greater inclusion of women and indigenous communities, established climate action working committees, and forged new connections with climate finance partners that mobilized over $1BN of climate funding for water and energy projects. The peer network built across those cohorts remains active today, and PIVOT continues through its founder, Amy Lovejoy, now in a private sector format.
